Creating help in Dreamweaver?

I wonder if it would be possible to create online help using Dreamweaver, and not Robohelp.

 

At present, I'm writing documentation for one of my company's websites.  I imagine there will be 40 to 50 pages once I'm done.  The basic Dreamweaver coding is no problem, but I'd also like the help screens to have a table of contents, an index and maybe a glossary.

 

We don't currently have a Robohelp license, and considering how infrequently we'd use it, I'm not sure we'd want to go that route.

 

Has anyone ever tried anything like this?  Any templates or examples somewhere that I might be able to see, or any relevant tutorials?
