Screen layout editor issues

I am trying t create a custom layout in RH11.

I have found the place where you can modify the appearance of the major layout components. But I cannot seem to find the place where you assemble those components to a custom layout.

I stumbled upon it once, but now the Screen Layout Editor seems to be hiding from me.

Will someone point me in the right direction?
